BRIEF REPORT ON KANDI MASTER PLAN

Name and location of Scheme: Name of the Scheme:- Improvement of embankments and ancillary works in Kandi and other adjoining areas in the district Murshidabad, West Bengal.
Project cost:- Rs. 438.94 Crore

Taluka/District & State :-Kandi (38 nos. benefitted village and 5 Nos. Town protection), Khargram (16 nos. benefitted village), Burwan (18 nos. benefitted village), Bharatpur-I (10 nos. benefitted village), Bharatpur-II (12 nos. benefitted village), Berhampore (10 nos. benefitted village) Blocks in the district of Murshidabad. and Sainthia (12 nos. benefitted village and 1 no. Town protection). Mayureswar-I (5 nos. benefitted village), Mayureswar-II (12 nos. benefitted village), Mahammad Bazar (6 nos. benefitted village), Lavpur (9 nos. benefitted village)Blocks in the district of Birbhum, State-West Bengal.




Source of Funding: Source of Funding: Flood Management Programme in XII Plan at a ratio of 25:75 (State Share: Central Share) at the time of sanctioning of the project but varies against the State Government during implementation of the project.
Brief about the Scheme: Kandi area is drained by three main river systems namely, Myurakshi-Bele, Brahmani-Dwarka and Bakreswar-Kopai-Kuye. These river systems carry huge discharge during Monsoon period causing widespread flood and drainage congestion in Kandi and adjoining areas, widespread damage to human life and as well as cattle and crops, public properties and other infrastructure. It was very long pending issue to solve this huge problem and in that circumstances Kandi Master Plan was prepared providing following main items: -
  • 1. Raising and strengthening of existing embankments of river Mayurakshi, Bele, Kana Mayurakshi, Dwarka, Kuye and Babla (length 223 Km. initially but become 209 KM after revision).
  • 2. Bank protection work in the form of revetment at different reaches vulnerable to erosion (length 38.72 Km.).
  • 3. Resuscitation of drainage channels namely Swarupkhali (8.30 Km), Jibanti Khal (9.00 Km), Banki (14.30 Km) and Jhum Jhum Khali Khal (8.90 Km.). (After revision become 30.9 KM).
  • 4. Renovation of 59 nos. of existing sluices.
  • 5. Construction of three new bridges at Sabitrinagar, Andulia and Srikrishnapur.
  • 6. Providing additional waterways to 12 nos. of existing Bridges & Culverts etc. (Revised: extension of linear waterways of 2 nos railway bridge and 7 nos. of road Bridges & Culverts)
Date of commencement and completion: Date of commencement:- 8th January’’2015 Date of completion:- 31st March’2021 (completed I & WD part physically and financially )
Present Status and pending works : All works of I&WD. parts are completed physically and financially. Extension of linear waterways of 2 nos railway bridge which are to be executed by the Railway authority are pending. Details works which are completed under Kandi Master Plan are given below: -
  • i) Raising & strengthening of 209.74 Km embankment (Murshidabad= 149.76 Km. + Birbhum = 59.98 Km) has been completed.
  • ii) Resuscitation of 30.9 Km. of different khals are completed.
  • iii) Bank protection works in the form of revetment of length 38.72 Km at different vulnerable reaches are completed.
  • iv) Renovations of 59 nos. of existing sluices are completed.
  • v) Construction of three new bridges at Sabitrinagar, Andulia and Srikrishnapur are completed.
  • vi) Extension of linear waterways of 2 nos railway bridges are pending which are to be executed by the Eastern Railway and fund for that of Rs.103.37 crore already been transferred to the Railway Authority from Kandi Master Plan Fund.
  • vii) Extension of Linear waterway of 7 nos. Road Bridge is being taken up by the PWD with their own fund i.e. beyond the fund of KMP. 4 nos. bridges have already been completed.
Expenditure up to March-2025 Rs. 399.53 Crore.
Post construction performance of KMP
  • i) The embankments constructed so far are performing very well and full filling its objective. No executed embankments are found to be failed during this period.
  • ii) Khals those were resuscitated are functioning well, no drainage congestion observed during this period.
  • iii) Sluice those were renovated are functioning well and full filling its objective.
  • iv) Construction of 3 new Bridges over the river Bele, Kuye & Babla connected surrounding villages to Kandi at one side and with Berhampore to another side, thus connectivity of local people has improved. These bridges are also helpful to the departmental staff/officer for inspection of the bank & embankments as well as carrying the construction materials to the affected area during flood season.
No. of floods events occurred (since commencement), how effectively flood was contained? 10 nos. floods events has been occurred during last 10 (Ten) years. The execution of embankment and resuscitation of different khals made under this scheme are performing well to counter the flood discharge passed through it. No occurrence of breaches or over topping of embankment was observed so far on executed Zone.
Annual maintenance cost: No such cost has been incurred up to date.

Comment on the effectiveness of the embankment constructed. Whether it achieved the objectives or not? The schemes executed so far are performing effectively to achieve the targeted objective. The IIT/ Kharagpur was engaged in 2015 to carry out the concurrent evaluation for three successive years. The IIT/ Kharagpur has since submitted their first report in November-2017. As per their report the envisaged benefit has been achieved in commensurate with the work done so far. There are no negative findings in the aforesaid report.
