1. Activities under various thematic areas :

1.1. Irrigation Development: A method that ingresses contentment in farmers' minds by scientific balance of channelling and storage of water.

  • Enhancing state wide irrigation potential.
  • Construction of new irrigation canals, dams, barrages, weirs, check dams and other irrigation structures.
  • Maintaining existing 9499 km irrigation canals, 28 no. dams, 15 no. barrages, 33 no. weirs, 72 no. check dams and 5753 other irrigation structures.
  • Providing irrigation water for Kharif, Rabi and Boro irrigation.

1.2. Flood Management – Creating valiance against nature

  • Structural measures
    • ➤ Protecting 38,138 Sq Km of Flood Prone Area.
    • ➤ Maintaining 10,584 Km of embankments and 67 Km of sea wall / sea dyke.
    • ➤ Maintaining 8,409 Km of drainage channels and khals.
    • ➤ Maintaining 2781 no. sluices, 20 no. Pumping Stations.
    • ➤ Anti-erosion works by protection against slips, ghats etc.

  • Non-Structural measures
    • ➤ Regular coordination in an organized manner initiated and sustained with the Damodar Valley Corporation (DVC), National Hydroelectric Power Corporation (NHPC), Indian Meteorological Institute (IMD), Central Water Commission (CWC) and Governments of Jharkhand & Odisha. Timely dissemination and sharing of flood related information for appropriate mitigation measures are done on a regular basis.
    • ➤ Identification of vulnerable areas used for cultivation ("Char" land of rivers or blue line areas adjoining river banks) likely to be inundated during passage of floods, were identified up to mouza level in each of the districts and these are shared with the District Administrations for preparation of spatially appropriate rehabilitation and restoration plan.
    • ➤ Two toll-free helpline telephone numbers were established at Salt Lake and Jalpaiguri for use by the general public during the entire monsoon period from 1st June until 31st October every year. The telephones used to operationalize the helplines are controlled from the 24×7 Flood Monitoring Cells in the districts and the Central Control Room at the Headquarters (HQ) at Jalpaiguri/Bhawan at Salt Lake.
    • ➤ Rainfall data, gauge level of major rivers, discharge data of important dams and barrages are shared through e-mails and fax with the Disaster Management Department, District Administrations and the Chief Secretary on a daily basis during monsoons.

1.3. Connectivity and Communication - Making destinations come nearer

  • Special emphasis on rural connectivity : 18WD, over the years has developed rural connectivity networks, particularly in the remote rural areas outside the jurisdiction of Public Works Department (PWD) and the Panchayat & Rural Development Department (P&RDD). The 18WD has acted as a facilitator in this process by constructing wooden as well as RCC & steel bridges over various irrigation channels and drainage Khals so as to bring about a continued physical connectivity and communication in the area, as per the need of the local people. At present 944 no. wooden bridges and 4316 no. RCC/Steel bridges are maintaining by this Department.
  • Facilitation of inland water transport : 2 permanent jetties at Lot No.8 (Jetty No. 1 & 4) and one permanent jetty at Kachuberia were constructed by the 18WD and handed over to the Transport Department for maintaining. 3 no. of semi-permanent jetties at Lot No.8 (Jetty no. 2, 3 & 5), 5 no. at Kachuberia and one Jetty at Benuban are also constructed / erected by the 18WD every year to facilitate safe and prolonged Ferry Services over River Muriganga for passengers travelling to & fro between Kakdwip and Sagar Island. During Ganga Sagar Mela, these jetties were extensively being used by the pilgrims.
  • Support in road transport development : The 18WD has also acted as a facilitator to develop rural communication networks by constructing inspection paths over various irrigation channels and drainage Khals so as to bring about a continued physical connectivity and communication in the area, as per the need of the local people. At present 5683 km rural road / inspection path is maintaining by this Department.
